What is the best internet source for small hex head bolts, nuts, washers, springs, etc? Looking for sizes to work for a range of 1/10 scale to 1/4 scale and look proper. Any help is greatly appreciated.

Don, here, and I am a model nut, a tool nut, materials, techniques and hardware nut! -Not in any particular order.
Stateside look at your local model train shops,, Walthers (a brand name) offers a great variety of brass machine screws, 2-56, 1-72
, 0-80
and 00-90
,
with hex head, round head slotted, and flat head slotted. A competing brand usually found also at model train shops is Hob-Bits, pretty much the same offerings plus they sell some really nice nut drivers, and taps and appropriate drills.
A mail order supplier with pretty much the same selection is to be found with MICRO-MARK
And another source, REACTIVE METALS, serving the hi-tech jewelery crowd.
A commercial source for all things industrial is McMaster-Carr, where just a day ago, I found 000-120screws with a Torx head! -They are a firm that expects to be dealing with commercial/industrial requests, but seem able to accommodate small orders.
Online, try scalehardware.com they're pretty good.
-Rivets, really small rivets do not seem to exist here in the states, but are alive and well in the U.K.
For eyelets, try craft stores, especially those that offer beading and jewelry supplies.
For tools, MICROMARK, again; and RIO GRANDE, a wonderful supplier of tools for jewelers.
